What's Happening Now – Soil Remediation
The DuPont site is being made ready for redevelopment in phases. The first phase was to identify areas where manufacturing operations were not conducted, and then to collect soil and groundwater samples to determine whether these areas could safely be released for redevelopment without the need for any remediation. In 2005, DuPont submitted the results of these investigations to DTSC, allowing the Department to recommend the release of almost 50 acres on the site perimeter (the Western and Eastern Development Areas) for unrestricted future development.
Since then, additional investigations throughout the site have identified another 28 acres, Development Focus Area 1 (DFA1), that should be ready for release in 2009 after public review and DTSC approval. After the addition of DFA1, 78 acres of the site will be ready for redevelopment. DuPont is already working with real estate brokers and the City of Oakley to create an overall plan for commercial/industrial/retail site development.
In late 2007 and early 2008, DuPont excavated nearly 1200 feet of process area and storm-water trenches. After a groundwater remedy is approved for this area in 2010, another 35 acres should be available for release shortly thereafter. Phase 4 will be the remediation and release of the former Titanium Dioxide Manufacturing Area, while the final soil remediation effort will focus on all remaining manufacturing areas.
The overall Oakley remediation program is complex, and detailed review is required for all phases. However, if the site were not divided into logical areas according to this phased plan, it would be many more years before the entire site-wide corrective action program could be completed. The advantage of a phased program is that resources can be focused on significant, peripheral areas of the site for early release and redevelopment. Lessons learned during remediation of these peripheral areas will help to streamline decision-making for the remaining, more complex areas in the site interior.
