City of Oakley General Plan
Although the Oakley community dates from the late 1800s, Oakley did not incorporate as a city until July 1999. One of the first tasks undertaken by the young city was to develop a General Plan that provides a blueprint for Oakley's growth through 2020. In the Economic Development element of the General Plan, the DuPont Oakley site tops the list of properties targeted for economic development (Section 5.1L, page 5-3 of the plan).
