Parcels Released in Phases for Future Development

A substantial portion of the DuPont site never housed manufacturing facilities. Soil and groundwater investigations in many of these areas have demonstrated that no environmental cleanup is required. However, in other site areas that housed manufacturing and support opera-tions, investigation and remedy selection can be a complex and time-consuming process. By dividing the 378-acre Oakley site into smaller areas based on different degrees of complexity, DuPont and the DTSC are focusing their efforts on a phased cleanup approach that is designed to permit the steady, sequential release of property for new development. This approach means that new construction and employment opportunities can begin sooner rather than later.

The first phase of this approach was DTSC's release of the Western and Eastern Development Areas on May 1, 2006. The 45-acre Western Development Area (see figure below), includes the proposed site for an electric power generating facility that is described on the Oakley Generating Station page. The Eastern Development Area presently remains a part of the approximately 215 acres that are excluded from redevelopment plans. This 215-acre area includes native wetlands that are an attractive amenity and can potentially serve as a link between the local community, future development at the site, and recreational uses along the river.

In the third quarter of 2009, DuPont completed its investigations in Development Focus Area 1 (DFA 1), which is a significant portion of the 34-acre Phase II parcel (see figure below). This parcel abuts the Western Development Area and is located next to the BNSF railway line and adjacent rail spurs, making it an ideal property for development. DuPont anticipates that DTSC review and final public approval needed to release DFA-1 should be completed in 2010. However, the entire Phase II area will be used for equipment lay-down and staging during power plant construction, so this parcel will not be available for development until that project is complete. Phase III should be ready for development in 2011 and Phase IV should follow in 2012. Phase V remediation construction should begin in the summer of 2012, followed by final release after all work is complete and approved by the Department.
