Redevelopment Plans

The Oakley Site was dubbed the 'crown jewel' of the City of Oakley's 2002 General Plan for development because of its prime location not far from the urban core of the Bay Area, the Central Valley, and other major markets. Access within the City of Oakley is also excellent, with entry along Wilbur Avenue at Highway 160, just north of Oakley's Main Street (Highway 4). Geographically, the site is almost equally divided between developed and undeveloped areas that are bordered in the north by the riverfront and that offer attractive amenities such as native wetlands. Site development, therefore, is planned to be mixed, part industrial and commercial, part undeveloped lands serving as a link between the local community, future site development, and recreational uses along the river.

DuPont has a long-standing commitment to communities where our plants are located, working closely with each community to help promote economic stability and preserve natural resources. In the very near future we want to be able to restore the entire DuPont Oakley property to active and productive use. To get there, all of us – DuPont, the City of Oakley, local residents, future site visitors and workers, and the Department of Toxic Substances Control (DTSC) - have to first be assured that the site is safe for reuse. DuPont is working carefully and conscientiously to complete the site corrective action program according to established rules, regulations, and recognized scientific standards. As a result, portions of the site are at or near readiness for development (as discussed in the Parcels released in phases for future development page). For example, the 45-acre Western Development Area, which the DTSC released from regulatory oversight in 2006, includes the proposed site for an electric power generating facility (see Contra Costa Generating Station in the permitting process page). California Energy Commission approval for this facility will create about 700 local union construction jobs over a three-year construction period as well as long-term employment opportunities for facility operation.
